This ribbon is not signed, and is assumed to be by GRANT, as the design, apart from the title, is identical to the Grant bookmark titled Souvenir woven in the Columbian Exposition Chicago 1893 / (eagle, two flags & branch) / The Star Spangled Banner (recorded as gb2220).
 
There is a metal pin woven into the reverse of this ribbon, so it could be worn on a coat as a favour.
