The owner of these colours is unknown.
It will however be seen that the silk colours in the image above are faded, and the actual colours could be different to those described.
In comparison to other Archer silks, it is quite possible the image above, in its unfaded condition, would have an Orange body, with Blue sleeves and cap.
On a website reporting racing colours, in the 1886 entry it has:

BEN ALI (James Ben Ali Haggin)    Orange body, Blue sleeves and cap.
Haggin though, whilst a substantial thoroughbred breeder and owner, was in the USA, and I have no evidence he raced in England, nor that Archer rode any of his horses. Whilst there is a possibility the Archer portrait above is presented in Haggin's colours, it does seem unlikely.
