This ribbon commemorated Queen Victoria's 50 year's reign. She was born in 1819 and ascended to the throne in 1837, being crowned in 1838 - as the first medal above records. Her 50th year was hence 1887, as recorded on the ribbon and second medal above. 
It is evident from different medals being attached to the ribbon, one of which is from Leeds City Council (West Yorkshire), that Stevens simply supplied the ribbon so others could mount what ever medal they wished.
